Getting online in Turkey as a tourist: roaming, SIM cards and the IMEI rule
A phone plan from an EU country does not roam like at home in Turkey: the EU scheme covers the EU, Iceland, Liechtenstein, Norway, Moldova and Ukraine, and Turkey is not among them. That leaves three ways online: a travel eSIM installed before you fly, a Turkish tourist SIM bought with your passport, or Wi-Fi. Whichever you pick, Turkey has a registration rule for phones brought from abroad, and the official text allows up to 120 days of use without registering.
Why an EU plan roams at full price in Turkey
The EU's roam-like-at-home rules apply in the other EU countries, in the three EEA members, Iceland, Liechtenstein and Norway, and in Moldova and Ukraine. Turkey is not on that list, so a contract from Spain, France or Germany treats it as roaming outside the EU. The EU's Your Europe portal warns that roaming outside the EU/EEA, data in particular, can be expensive, and tells travellers to check the cost with their provider before leaving.
If you are not taking your provider's offer, switch data roaming off on your home line before landing. On an iPhone it sits under Settings, Cellular, Cellular Data Options, and Apple's advice for travellers is to turn off Data Roaming to avoid charges, then ask the carrier about an international plan or add a travel eSIM. The steps for iPhone and Android are in how to turn off roaming on your home line. Your Europe adds one more trap: a phone that connects to a network on board a plane or a ship is charged outside EU rules, so turn roaming off or use flight mode on the way.

Will it work on my phone?
On iPhone: Settings → General → About, and scroll to EID. If there is an EID, your phone takes eSIMs. Every iPhone from the XS (2018) onwards does.
On Android: Settings → About phone → Status, and look for EID. If there is an EID, your phone takes eSIMs. Most Galaxy S20, Pixel 3 and later do.
It also has to be carrier-unlocked. If you bought it outright or your contract is over, it almost certainly is.

Three ways to get online in Turkey
- A travel eSIM: installed at home from a QR code, it joins a Turkish network as a visitor when you land. It carries data only, with no Turkish number.
- A Turkish tourist SIM or eSIM: sold by Turkish operators to passport holders, with data, minutes and a local number. It takes some paperwork, explained below.
- Wi-Fi only: Istanbul Airport offers it free, and beyond that it depends on where you sleep and eat. It covers evenings in, not finding your way in the street.
On a holiday of a week or two, most travellers only need data: maps, messages, tickets and ride apps. A Turkish number is worth the paperwork when someone in Turkey needs to call or text you on it. If you go for the eSIM, install it on Wi-Fi before the trip, as shown in how to install an eSIM, and leave its line ready to switch on at arrival.
What a Turkish tourist SIM involves
Turkcell sells its tourist line only against a valid passport and says national ID cards and other documents are not accepted. You apply online, then either collect a physical SIM or eSIM at any Turkcell store in Türkiye or activate the eSIM in the Turkcell app. The app route asks for a biometric passport, a phone with eSIM and NFC, a liveness check and a contract you approve on video. Without the app, you have 90 days from applying to activate the line in a store.
Vodafone's terms for its Welcome to Turkey pack tie it to a new prepaid line verified through the Passport Information Confirmation Service of BTK, Turkey's telecoms authority, and the pack's allowance lasts 28 days. Either way, what you get is a Turkish number and minutes on top of data. What it costs you is time at a counter or in an app after the flight, and your phone then works on that Turkish line under the device rule that follows.
The 120-day IMEI rule for phones brought from abroad
Turkey registers phones by IMEI, the identity number of the device, which BTK notes you can see by dialling *#06#. The rule covers IMEI devices that passengers bring from abroad. Turkey's e-Devlet help page says you can use such a device without registering it for a maximum of 120 days from first use, and that to keep receiving service you must register within 365 days of entering the country. BTK's 2017 press release counted the 120 days from the entry date instead, so the wording has changed over time.
BTK says a device not registered in time moves to unregistered status and is cut off from communication, and that operators send SMS reminders about the deadline every 30 days. Registration is done on e-Devlet, at turkiye.gov.tr, by people with a Turkish or foreign identity number, and it includes a fee; BTK stresses that paying the fee alone does not complete it.
The official pages talk about the device, not the SIM inside it, and they do not say how the rule treats a phone that stays on a foreign line, such as your home SIM roaming or a travel eSIM. For a long stay where that matters, the e-Devlet page points to BTK's line, 120.
Istanbul Airport: free Wi-Fi and the SMS step
Istanbul Airport describes its Wi-Fi as free and unlimited. Passengers join the iGA WiFi network and either log in with a mobile number, typing the password that arrives by SMS, or scan their passport at a Wi-Fi kiosk in the terminal to get an access code. Turkish Airlines passengers use TK WiFi, with an SMS login or, after check-in, their ticket number, seat and surname.
The SMS step matters if your only data line is an eSIM with no number: the code has to reach your usual line, so that one must be switched on, or you take the kiosk route with your passport. With a travel eSIM installed at home you can skip the portal altogether and turn its line on as you leave the plane. For the trip into the city, the metro and the ferries, see mobile data in Istanbul; if you never leave the airport, mobile data on a layover covers the connection.
WhatsApp, bank codes and your usual number
A travel eSIM only carries data, so WhatsApp keeps running on your usual number, as explained in keeping your WhatsApp number with an eSIM. On an iPhone with two lines, Apple explains that one number at a time uses cellular data, chosen under Settings, Cellular, Cellular Data, and that both numbers can still make and receive calls and send and receive iMessage, SMS and MMS. That is how a bank's SMS codes keep reaching your home number while the eSIM does the browsing.
Apple adds one footnote: with data roaming on for the data line, the other line loses MMS and Visual Voicemail. The setup for iPhone and Android, line by line, is in dual SIM for travel.
The network beyond Istanbul, and how much data
Snoozim's Turkey plans connect to Vodafone. Vodafone says it has brought 5G to all 81 provinces and 922 districts, and that you need a 5G phone with 5G switched on in the network settings to use it. A district is not every valley or cove, so before a balloon morning in Cappadocia or a boat day on the coast, save the area in Google Maps offline.
No single figure fits everyone, so measure your own use. Apple shows data per app under Settings, Cellular, with Reset Statistics at the bottom, and Low Data Mode, in Cellular Data Options, Data Mode, pauses automatic updates and background tasks when you are off Wi-Fi. On a Pixel, Settings, Network and internet, SIMs, App data usage gives per-app figures, and a data warning alerts you at an amount you set. Both companies note that the carrier's own count can differ.
To turn your days into a number, try the data calculator or how much data do I need. A Snoozim eSIM for Turkey starts counting when it first connects there, works only in Turkey and can be topped up without reinstalling, as described in how to top up a travel eSIM.
