Why your phone joins a Moroccan network in Tarifa, Ceuta or Melilla, and how to stop it

Phones pick a network by signal, not by the country you are standing in. On the Strait of Gibraltar coast and in Ceuta and Melilla, the strongest mast can be across the water or across the border in Morocco, and if data roaming is on, the phone uses it. Morocco is outside EU roaming, so that data is charged at your operator's international prices. Choosing a Spanish network by hand, or keeping data roaming off on your usual line, prevents it.

How you roam without leaving Spain

Your phone keeps listening for every network it is allowed to use and moves to the one it hears best. Near a border that can be the neighbour's. Vodafone Spain states it plainly on its roaming page: if you live near or pass close to a border with roaming and data roaming switched on, you may connect automatically to a network of the neighbouring country, use roaming and pay extra. It adds that when this happens it sends you a text with the roaming prices of the operator you connected to.

The southern edge of Spain is the clearest case in Europe because the neighbour is outside the EU. From the Strait coast, Morocco is in plain sight across the water, and Ceuta and Melilla share a land border with it. Regulators call this inadvertent roaming and recommend the same fix everywhere: select the network manually in border areas.

Will it work on my phone?

On iPhone: Settings → General → About, and scroll to EID. If there is an EID, your phone takes eSIMs. Every iPhone from the XS (2018) onwards does.

On Android: Settings → About phone → Status, and look for EID. If there is an EID, your phone takes eSIMs. Most Galaxy S20, Pixel 3 and later do.

It also has to be carrier-unlocked. If you bought it outright or your contract is over, it almost certainly is.

Why it matters more here than at the French border

If your phone drifts onto a French or Portuguese network near the border, an EU plan treats it like home, within its fair-use limits. Morocco is not in that system. Each operator sets its own prices for it, and Vodafone Spain lists Morocco among its worldwide roaming destinations, not among the EU ones. Background data on a Moroccan network is billed at those roaming prices, which is how people who never left Spain end up with a roaming charge.

Ceuta and Melilla themselves are part of Spain and of the EU, so as long as the phone stays on a Spanish network, nothing changes. The problem is only which mast it chooses. The same thing happens a little further west at La Línea, where the network next door is Gibraltar's, outside EU roaming too; see mobile data in Gibraltar.

How to stop it on your usual line

  • Pick the network by hand: in the network selection settings of your line, turn off Automatic and choose your own operator or a Spanish network.
  • Or keep data roaming off on that line for as long as you are in the area.
  • Check your operator's app or website: some let you block roaming on the line itself.
  • Keep an eye on the texts: the roaming price message is the sign the phone has already jumped.

Our guide to manual network selection has the exact menus on iPhone and Android. Manual selection has a downside the operators point out themselves: where your chosen network is weak, near the border or on the coast, you can be left without coverage rather than moved to a stronger foreign network. Switch back to automatic when you leave the area, especially if your next stop is another EU country.

With a travel eSIM for Spain or Europe

A data eSIM for Spain or for Europe is only allowed onto networks of the countries it covers, and Morocco is not one of them. If the phone hears the Moroccan mast best, the travel line does not roam and does not charge you; it simply loses data until it gets back onto a Spanish network. On a beach in Tarifa that looks like a mystery dead zone.

The fix is the same: choose a Spanish network by hand on the eSIM line, then go back to automatic later. Keep data roaming off on your usual line too, because if the eSIM drops and the phone is allowed to switch data to the other line, that line can roam on the Moroccan network instead. The setting that controls this is explained in what happens to a country eSIM at a border.

Crossing to Tangier or into Morocco

On the ferry across the Strait, the middle of the crossing can put the phone on the ship's own network, which Vodafone Spain says is not included in its roaming; our ferry guide covers the settings for that part. On arrival, an EU plan charges Moroccan roaming at your operator's rate, so check that rate before you go.

For a day trip or longer, a Morocco data eSIM installed at home is the simpler route: Snoozim's Morocco pack connects to local networks, starts counting only at its first connection in Morocco and leaves your usual number on the phone for calls and texts. Install it before the trip, and keep your Spain or Europe eSIM for the days back on this side.

Questions
Can I be charged for Moroccan roaming while I am in Spain?

Yes, if your phone joins a Moroccan network with data roaming on. Operators like Vodafone Spain warn that near a border you can connect to the neighbouring country's network and pay roaming.

Where in Spain does this happen?

Mostly on the Strait of Gibraltar coast and in Ceuta and Melilla, where Moroccan masts can be stronger than Spanish ones.

How do I stop my phone connecting to a Moroccan network?

Choose a Spanish network by hand in your phone's network selection settings, or keep data roaming off on your usual line while you are in the area.

Will a Spain eSIM charge me if it connects to Morocco?

No. A Spain or Europe data eSIM cannot use Moroccan networks, so it just has no data until it is back on a Spanish network.

A person, not a call centre

Snoozim is run from Barcelona by Ibai Guirado Vera. It exists because paying for roaming by the day on a short trip made no sense. If something goes wrong with your eSIM you write, and the same person who built this answers you, within 24 hours.
