How much data can I use when roaming in the EU?

All the data in your plan, unless it is unlimited or very cheap per GB. Then your operator may apply a fair use limit, which must be at least twice your monthly price without VAT divided by the wholesale cap (1,10 € per GB).

What happens if I go over the fair use limit?

You can keep using data, but your operator may add a surcharge of at most 1,10 € + VAT per GB. It must warn you when you reach 80 % of the limit.

Does EU roaming cover Switzerland and the UK?

No. Switzerland is not in the EU or the EEA, and the UK left the EU rules with Brexit, so your operator decides what it charges there.

Where none of this applies

The rule only covers the EU, Norway, Iceland and Liechtenstein. Outside them your operator can charge whatever its tariff says:

Switzerland — not in the EU or the EEA
United Kingdom — left the EU rules with Brexit
Andorra — not in the EU or the EEA
Turkey, and Greek islands close to the Turkish coast where your phone can pick up a Turkish network
Ferries, cruise ships and planes, which connect through satellite networks outside the rules

Where the numbers come from

The wholesale cap in force is 1,10 € per GB; it drops to 1,00 € on 1 January 2027 and stays there until 2032 (Regulation (EU) 2022/612, art. 11). The minimum-volume formula is in art. 4 of Implementing Regulation (EU) 2016/2286, as the BEREC guidelines explain it. Currencies use the ECB reference rates.
