The 50 euro roaming data cut-off outside the EU, as the law writes it

If your plan is from an EU country, your operator must give you a spending cap on roaming data, and unless you chose another, the default is close to but not above 50 euros excluding VAT per monthly billing period, with a warning at 80% and a stop when the limit is reached unless you say you want to continue. Outside the EU this only works where the local network lets your operator see your usage in real time; where it does not, you must be told by text when you arrive.

Where the rule is written

The cut-off is in Article 14(4) of Regulation (EU) 2022/612, the EU roaming regulation. It obliges every roaming provider to give its customers free access to a facility that shows, in a timely manner, how much roaming data they have used, in volume or in money, and that guarantees that, without their explicit consent, spending on roaming data over a set period does not exceed a set financial limit.

Article 14(8) extends that article, with a few exceptions that do not affect the cut-off, to data used while travelling outside the EU and on the satellite-linked networks of ships and planes. That matters, because inside the EU most travellers pay home prices and rarely come near the limit; it is in Morocco, the United States or on a ferry that the bill can grow quickly. The same rules apply to lines from Norway, Iceland and Liechtenstein, whose operators follow the regulation through the EEA Agreement.

Will it work on my phone?

On iPhone: Settings → General → About, and scroll to EID. If there is an EID, your phone takes eSIMs. Every iPhone from the XS (2018) onwards does.

On Android: Settings → About phone → Status, and look for EID. If there is an EID, your phone takes eSIMs. Most Galaxy S20, Pixel 3 and later do.

It also has to be carrier-unlocked. If you bought it outright or your contract is over, it almost certainly is.

How it works

  1. 1Choose and payCard, Apple Pay or Google Pay. No account.
  2. 2Install it at homeThe QR arrives by email. Scan it on wifi in a minute.
  3. 3Connect when you landTurn on data roaming for the eSIM and you are online.

What happens as you approach the limit

  • At 80% of the limit, a notification sent straight to your phone, by text, email or pop-up.
  • When the limit would otherwise be exceeded, a second notification explaining how to continue and what each extra unit will cost.
  • If you do not answer as that message asks, your operator must immediately stop providing and charging roaming data.
  • If you are on the default limit, chose to continue and pass 100 euros excluding VAT in the month, an extra notification.

Calls and texts keep working when data is cut, because the mechanism only covers data. You can ask your operator to stop sending the 80% warnings and to send them again later, free of charge, but the stop itself only goes away if you agree to continue or remove the limit.

The exception: networks your operator cannot see

Outside the EU, the regulation adds a condition in Article 14(8): the guarantee does not apply if the network you are visiting does not allow your operator to monitor your usage in real time. BEREC, the body of EU telecom regulators, says the same for ship and plane networks: the cut-off applies there only if those networks provide real-time monitoring.

Your operator does not get to stay silent about it. In that case it must send you a free text when you enter the country, without undue delay, telling you that information on your accumulated consumption and the guarantee not to exceed your limit are not available. Treat that message as meaning there is no brake at all. Switch data roaming off on that line, or use Wi-Fi and a local data plan, until you leave; our guide on turning off roaming on your home line shows the switch.

Your limit may not be 50 euros

The 50 euro default is only one option. Operators may offer other limits, higher or lower, and may express them in data volume instead of money, as long as they tell you the corresponding amount in euros. You may also have told your operator at some point that you do not want the facility at all, or agreed to continue during a previous trip.

Any change has to be easy to undo: when you ask to remove or reinstate a limit, the operator must do it within one working day, free of charge and without conditions on the rest of your contract. On family or business contracts, check who the limit belongs to. BEREC notes that providers may apply it to the contract holder or to each SIM, and must make clear which one they use, so a teenager's line and a parent's line may share one cap or have one each.

Checking yours before you leave

Look in three places: your contract, your operator's app or customer area, and the roaming page for the country you are visiting. The regulation obliges operators to keep you informed of data roaming charges before and after you sign, and to tell you, free of charge, how to switch off automatic data roaming connections. If you cannot find your limit, ask for it in writing; our guide to questions to ask your operator includes the exact wording.

Three answers are worth having before you fly: the amount of your limit, whether it is in money or in megabytes, and whether the networks in your destination allow real-time monitoring. If the last answer is no, decide in advance that data roaming stays off on that line.

Prepaid data does not need the brake

BEREC points out that customers who pay a fixed sum in advance for a fixed period, after which the data session ends unless they agree to resume it, are already protected from bill shock, at home and abroad, because they cannot spend more than they agreed before connecting.

That is how a prepaid travel data plan works. A data eSIM such as Snoozim's is paid for before the trip, only starts counting at its first connection in the destination, and stops when its data runs out unless you top it up; it cannot run up a bill. Our guide to what happens when your eSIM data runs out covers that moment, and the data calculator helps you choose a size that will not run out halfway.

Questions
Does the 50 euro roaming limit apply outside Europe?

Yes, for plans from EU and EEA countries, as long as the visited network allows real-time monitoring of usage. If it does not, your operator must tell you by text when you arrive.

Is the 50 euro limit with or without VAT?

Without VAT. The default must be close to, but not above, 50 euros of outstanding charges per monthly billing period, excluding VAT.

Does the cut-off cover roaming calls and texts?

No. The mechanism in Article 14 of the roaming regulation only covers data, so calls and texts are charged at your operator's roaming prices.

Can I change or remove my roaming data limit?

Yes. Operators may offer higher or lower limits, and a request to remove or reinstate one must be applied within one working day, free of charge.

A person, not a call centre

Snoozim is run from Barcelona by Ibai Guirado Vera. It exists because paying for roaming by the day on a short trip made no sense. If something goes wrong with your eSIM you write, and the same person who built this answers you, within 24 hours.
